IMO you can't limit yourself to a set number of rebuys/addons. To take full advantage of them you can't play these by being worried about how much you might spend.
BR wise I'd estimate about 7 times the buy-in amount. That would leave one for the actual buy-in, one for the immediate rebuy for the double stack, one (sometimes two) for any add-on at the end of the rebuy period, and three-four needed rebuys that I might have to make. Depending on your style you might need a few more or maybe one or two less but I feel this is pretty safe.
I don't play many rebuys but the one I'll play most is the $2.20 turbo rebuy on FTP that runs at 2:35pm and 7:35pm EST each day. Its not uncommon for me to only spend $6.20 total as I don't play rebuys much differently than a freezeout. I have spend as much as $18.20 in this thing. Sometimes things just don't go your way. :)
As I said I don't play them much differently but I will be a little more liberal with draws and I am more willing to get my chips in the middle on the flop with a strong but vulnerable hand.
